LINCOLN, Neb. (KLKN) — The union that represents more than 8,000 state workers in Nebraska is asking to bargain with Gov. Jim Pillen over his remote work executive order.
Pillen’s order said state employees must return to work in the office full time by Jan. 2.
The Nebraska Association of Public Employees (NAPE) said it’s contract with the state requires negotiation before these kinds of changes can be made.
“While we respect the Governor’s right to have a preference, the terms and conditions of employment are mandatory subjects of bargaining under both the Nebraska State Employees Collective Bargaining Act and the Industrial Relations Act,” said Justin Hubly, executive director of the union in a press release on Tuesday.
Hubly later said remote work isn’t discussed in the current contract and now must be negotiated.
Earlier this month, Pillen characterized the move as fitting a “common sense expectation” that workers are most productive working together in an office.
On Monday, NAPE officials sent a letter to Gov. Pillen’s chief negotiator, demanding a formal bargain.
The union has given the state until Dec. 12 to respond. NAPE said it will provide an update on Dec. 7.
Hubly said this comes at a crucial time with these workers providing vital services to the state.
“The state is critically short staffed at many agencies,” said Hubly in the press release. “Our top priority is ensuring that we can continue to provide effective and efficient services to our fellow Nebraskans, while also respecting the rights of our members, our contract, and the law.”
According to the Nebraska Examiner, the most recent report on vacancies in state agencies showed more than 2,500 unfilled jobs as of Sept. 30.
