Yolo County Housing CEO leaves position - Woodland Daily Democrat

Longtime Yolo County Housing Chief Executive Officer Lisa Baker retired from the position on Tuesday.

She left the organization after 14 years of service, according to a recent post on the YCH Facebook page.

“We thank her for her service and wish her well in the next chapter of her life,” the post reads.

“Ms. Baker came to YCH during a difficult time in the Agency’s history. During the last 14 years, the Agency has been mission-focused, growing in total units and expanded services to new populations in need,” the post continues. “Along the way, we have weathered many changes — the Great Recession, federal Sequestration and funding cuts, rising housing costs and homelessness, climate change, and now, the COVID-19 pandemic response.”

“It has been a great privilege to serve as Chief Executive Officer through the last 14 years,” Baker stated Tuesday. “Despite years of funding cuts, economic recession, federal shutdowns, sequestration, and the current pandemic, we have continued to grow and expand partnerships throughout Yolo. Those partnerships have allowed us to create great housing  and service opportunities – including West Sacramento’s Bridge to Housing, Davis’ Getting to Zero program, housing reentry for persons exiting incarceration and new affordable housing opportunities for adult foster youth, disabled and elderly community members. To achieve this, one needs a great team and good board leadership and I have been blessed with both. I’m looking forward to seeing what YCH accomplishes in the next 14 years.”

Some accomplishments YCH has seen during Baker’s tenure include:

  • Stabilizing the Agency and adopting a balanced budget;
  • Adding 264 affordable apartment homes, with 85 more in construction in West Sacramento;
  • Adding an additional 104 affordable managed apartment homes; with the additional acquisition of Pine Tree Gardens East due to close as of Tuesday;
  • Adding over 400 housing vouchers to the Agency’s toolbox, and expanded into serving homeless veterans, those experiencing chronic homelessness, adult foster youth, creating second-chance programs for those leaving incarceration;
  • With West Sacramento and the county, creating Yolo’s first housing first model through Bridge to Housing;
  • Expanding into comprehensive housing and community development grants management to work in concert with YCH resources to add additional housing units and complete neighborhood improvements such as Esparto’s Esperanza I and II, Davis’ Walnut Windmere rehabilitation, Winters’ Blue Mountain Terrace, the Westucky Water/Sewer improvement project and others;
  • Investing in improvements to public housing to improve energy use and resident comfort including window replacements, water and LED lighting improvements, drought-tolerant plantings, portfolio-wide appliance upgrades.

The agency has also received numerous honors including 23 awards from the U.S. Department of Housing and Urban Development, three national Awards of Merit, one national Award of Excellence, one Special Recognition from the City of Davis for energy and housing and more than 20 awards for safety, risk management, and innovation.
