Nearly 120 Syracuse city employees made more money than Mayor Ben Walsh in 2020, according to city payroll data.
Syracuse.com | The Post-Standard requested the pay of every full-time and part-time employee through a Freedom of Information request.

Mayor Ben Walsh makes a base salary of $115,000. In 2020, he took a small pay cut - $442 - to keep his salary in line with employees who were furloughed. The cut was made in the form of a miscellaneous deduction and is not reflected in the list below. That’s because salaries for elected officials are set by local ordinance and a new law would be required to decrease them.
Councilor Pat Hogan also wrote a check to the city to return $115 to keep his salary in line with employees who were asked to forgo pay. Other councilors and the city auditor did not participate, said Brad O’Connor, the city’s finance commissioner.
The highest-paid employee in City Hall in 2020 was Deputy Police Chief Joseph Cecile, who made a base salary of $114,000 and added about $83,000 in retroactive pay and bonuses once a contract was settled with the deputy chiefs.
The second-highest employee was Fire District Chief Duriel Carney, who retired with extra pay for accrued bonus, vacation and sick time. He brought home about $191,500.
Police Chief Kenton Buckner was paid about $175,000 after receiving a 6% raise and base pay and bonuses to bring him in line with Fire Chief Michael Monds. Monds took home about $170,000.
Note: The amounts for Buckner and Monds are slightly higher in the search below because they were paid some of their 2019 contract amounts in the 2020 calendar year, a city official said.
